You are about to submit a request for an ACES Business Identity Certificate. This certificate is used to access websites, such as GSA’s eOffer/eMod and Department of State’s Dtrade. It is also used to digitally sign emails.
You have the option to request an ACES Business Encryption Certificate as a companion to your Identity Certificate. This certificate is used to exchange encrypted emails with other individuals. It is NOT needed to access websites, and the majority of ACES Business subscribers need ONLY an ACES business Identity Certificate. Please choose one of the options below to view specific instructions and print them for reference during the request process.
I want an ACES Business Identity Certificate. I do not want an Encryption Certificate at this time.

- Fill in the request form, read and agree to your subscriber obligations, and click “submit”.
- Review your information, make any necessary corrections, then click “this is correct”.
- Your ACES Business Identity Certificate Request form will appear on your screen. Scroll to the bottom until you see the finish line. If you don’t see a finish line, hit ‘refresh’ or ‘reload’ in your browser until it appears. Then print the form now. Do not proceed further until you have printed the form.
- Click the “continue” button. DO NOT click “submit encryption request”.
- Follow the rest of the on-screen instructions to verify your enrollment keys and have your identity verification performed.

- You’ll be taken to a form pre-populated with information from your Identity Certificate request. Look it over to ensure its accuracy, then click “submit”.
- Review your information, make any necessary corrections, then click “this is correct”.
- Your ACES Business Identity Encryption Request form will appear on your screen. Scroll to the bottom until you see the finish line. If you don’t see a finish line, hit ‘refresh’ or ‘reload’ in your browser until it appears. Then print the form. Do not proceed further until you have printed the form.
- Follow the rest of the on-screen instructions to verify your enrollment keys and have your identity verification performed. CRITICAL NOTE: You must take both the Identity Certificate request and the Encryption Certificate request to a Trusted Agent for identity verification. ORC can’t issue your certificates unless we receive both forms. You should have eight pages total.
